When Israelโs Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz introduced the idea of a soโcalled โhumanitarian cityโ in Rafahโโโa sealed enclave holding up to 600,000 Gazansโโโthe world recoiled. One human rights group bluntly warned: โForcing people [โฆ] into what amounts to a large concentration camp echoes dark chapters of history.โ
Pull back the rhetorical veil. This plan isnโt a safe zoneโโโitโs a controlled detention compound. The reported setup: tight security screenings, sealed perimeters, no reโentry or exit once inside, and entire families packed into a bombโshattered strip thatโs already depleted of basic infrastructure.
Letโs call it what it is. A concentration camp.
Not a humanitarian corridor. Not a temporary shelter. Not a โsafe zone.โ
By definition, this is a place where humans are forcibly concentrated, restricted in movement, and subjected to controlled conditions. Using soothing languageโโโโhumanitarian city,โ โvoluntary emigrationโโโโis moral camouflage, not substance.
The Legal Landscape
Humanitarian evacuations in war can be acceptable under international lawโโโif theyโre genuinely temporary, protect civilians, provide safe passage, and allow return. None of those conditions are met here. Whatโs unfolding is a forced transfer without guarantees or infrastructure, with the stated aim of flattening the areas theyโre removed from.
Legal scholars Eyal Benvenisti and Chaim Gans argue this may constitute a crime against humanity. They cite Israeli domestic lawโโโgoverning deportation as criminalโโโand ICJ/ICC statutes forbidding such transfers.
Political Whiplash Inside Israel
This isnโt unanimous policy at home. Israeli military leaders reportedly rejected the planโโโsaying forced displacement isnโt a military objective. Reservists filed petitions with the Supreme Court, questioning the ethics and legality. But Netanyahu pressed on, pushing Katz to draft the plan ahead of his trip to Washington.
Why the โLanguage Warโ Matters
Words shape reality.
Calling this a โhumanitarianโ effort is a rhetorical lie. Itโs an abuse of language that betrays both the truth and the people trapped in this plan. Critics who invoke the term concentration camp are immediately met with accusations of distortion or antisemitismโโโbut that doesnโt make them wrong.
The phrase exists for a reason: history demands we use it when it applies. And it applies now.
Human Stakes
Letโs humanize it: imagine being herded into this zoneโโโno rebuild, no return, no exit. You are not a refugee, you are a prisoner of policy. Calls for โvoluntary emigrationโ ring hollow when your home is rubble and there is no way back.
US fully โengagedโ in attacks on Gaza
Annelle Sheline, a former US State Department official, says it is not only Israel committing โhorrific crimesโ in Gaza but the United States is also an accomplice.
She noted American mercenaries are now on the ground in Gaza as part of the controversial Gaza Humanitarian Foundation.
โThereโs been whistleblowers reporting these Americans are firing on Palestinians seeking aid. So to be clear, it is not only the Israeli government and members of the Israeli military who are engaged in these crimes,โ said the research fellow for the Middle East at the Quincy Institute.
Discussing the proposal to force the 2.3 million population out of Gaza, she said President Trump appears to be completely behind the ethnic-cleansing plan.
โUnfortunately, Trump has displayed a complete disregard for international law and seems fully committed to this plan put forward to move Palestinians into concentration camps and then move them somewhere else,โ Sheline told Al Jazeera.
Gazans, shaped by the generational trauma of the 1948 Nakba, resist this uprooting. They see through the euphemisms. They recognize ethnic cleansing when they smell it in the air.
In Plain English
The โhumanitarian cityโ is not humanitarian. Itโs a concentration camp. The โvoluntaryโ language is vacuum-wrapped coercion. The legal cover is nothing but sleight-of-hand.
As a writer raised on the power of words and the responsibility that comes with them, Iโll say it plainly:
This is a moral failure cloaked in humanitarian jargon. Itโs history echoing through dust and grief. We owe it to justice and to those trapped behind the wire, not to look away.
